That, having regard to its size and design the extension would constitute an incongruous and inappropriate form of development which would detract significantly from the historic character and appearance of Pilgrim Cottage as a Grade II listed building. It is therefore considered to be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON6 and H12. It is also contrary to the advice contained within Planning Policy Guidance Note 15 "Planning and the Historic Environment".
