That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls and pitched roof shall be of the same colour, type and texture as those used on the existing dwelling. Reason: To ensure that the details of the development are satisfactory. That prior to the first use of the extension hereby permitted a 1.5 metre high close boarded fence shall be constructed along the northern boundary of the site on top of the existing brick wall in accordance with the plan accompanying agent's letter dated 3 January 1999 and shall thereafter be retained as such unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the development is not unneighbourly.
