That, having regard to the excessive height of the fence as it approaches Love Lane, the fence would provide inadequate visibility for users of the adjacent access track, particularly pedestrians, to see vehicles using Love Lane, particularly those approaching from the north-west, to the detriment of the safety and convenience of users of the highway and the access track which is the principal pedestrian route to and from the recreation ground. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly Policy G10(i), G11 and T5.
