face of an external wall beneath windows serving a residential unit and
visible from the public space adjoining Wood Green results in an
obtrusive and, by reason of noise, an unneighbourly form of development
detrimental to the visual amenity of the locality and the residential
amenity of the residential accommodation. As such the development is
contrary to policies G1 and G7 of the Council's South Oxfordshire Local
Plan.
