That the development would be contrary to the general, environmental/ countryside and housing policies of the approved Structure Plan for Oxfordshire, particularly policies G1, G5, EN1 and EN4, and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5, C2 and H6. The addition of a substantial extension to the existing modest annex would result in the creation of a self contained residential unit capable of independent occupation within the grounds of Oakridge Farm. As such it would result in an intensification of sporadic development in the open countryside and would be detrimental to the character and appearance of this part of the Chilterns Area of Outstanding Natural Beauty. The circumstances advanced by the applicant are not considered sufficient to jutify a departure from the Council's adopted planning policies.
