That, having regard to its excessive size and bulk, its inappropriate details of design and to its prominent location, the proposed garage building would represent an inappropriate form of development which would be detrimental to the character and appearance of the Dial House and which would fail to preserve or enhance the character and appearance of the Rotherfield Peppard Conservation Area. As such, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON8, CON10 and H12. That, having regard to the close proximity of the proposed garage building and the access driveway to the mature cedar tree, the proposal would prejudice the health and the long term retention of the cedar tree which has an important amenity value and contributes significantly to the character and appearance of the Conservation Area. As such the proposal would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies G8 and C16.
