That the erection of a modern purpose designed building to replace the existing building would be likely to result in an intensification in the use of the site, leading to increased noise and disturbance and additional car parking in Northfield Road, which would detract from the residential amenities currently enjoyed by local residents. Therefore the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies G7 and E7.
