That the erection of the fence, resulting in the enclosure of an
important strip of open amenity land, in this prominent location at
the entrance to Churchill Crescent, would constitute an incongruous
and inappropriate form of development which would be detrimental
to the open plan character of the locality.  As such the development
would be contrary to the provisions of the Council's adopted South
Oxfordshire Local Plan particularly policies G1 and G8.
