rooflights, albeit obscure glazed and fixed shut, would result in a feeling
of being overlooked and in a loss of residential amenity and privacy for
the occupants of 12 St Andrews Road.  Therefore, the development would be
contrary to the provisions of the Council's adopted South Oxfordshire Local
Plan, particularly policy E6 (vii).
