Conditions / Refusal Reasons
That, having regard to the limited size of the site and the juxtaposition of the proposed flat with the adjoining pharmacy and 5-bedroomed flat, the site is inadequate to accommodate satisfactorily private amenity areas for both the existing and proposed residential units. This would result in an unneighbourly form of development because of the reduction in the level of amenity space available for the existing flat and the associated loss of privacy. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies G1, H11 and H13. That the development, in order to comply with the Council's vehicle parking standards, would require the hardsurfacing of a significant part of the existing garden area, thereby detracting from the setting of the building, which is a grade II listed building, and the character of the area, which forms part of the Watlington Conservation Area. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON7, CON8, CON15 and H13.
