That the development would be contrary to the general, environmental/ countryside and housing policies of the approved Structure Plan for Oxfordshire, particularly policies G1, EN1 and EN4, and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5, C2 and H6. The proposal would result in the formation of a self-contained residential unit in the grounds of the existing dwelling, which itself lies in a scatter of development at Lower Assendon. As such it would result in an intensification of sporadic development in the countryside, detrimental to the character and appearance of the locality which lies within the Chilterns Area of Outstanding Natural Beauty. The statement accompanying the application does not justify any departure from the policies of the Local Planning Authority.
