That this area of land fronting onto Allnut Close provides an informal refuge and route for pedestrians using the eastern side of Allnut Close, close to the junction with Brook Street, and the proposed enclosure of this land would result in pedestrians having to either cross over or walk along part of the eastern side of Allnut Close and would remove the opportunity to formalise a continuous pedestrian link along this side of Allnut Close. As such, the proposal would be detrimental to the safety and convenience of pedestrians and users of the public highway and would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy G11.
