That, having regard to its excessive height and length the safety fence
results in a prominent and obtrusive feature in the generally open
surroundings of the golf course, being particularly noticeable in
public views from Rokeby Drive.  The safety fence thereby represents
an inappropriate form of development within the Chilterns Area of
Outstanding Natural Beauty.  As such the development would be contrary
to the General and Countryside policies of the Council's adopted
South Oxfordshire Local Plan particularly policies G1, C1 and C2.
