Conditions / Refusal Reasons
That, having regard to the limited width of the site, the juxtaposition
with adjacent dwellings, and the siting and design of the proposed
dwelling, the proposed development would result in a cramped form of
development which would be out of keeping with the style, design and
spacious character of the neighbouring properties. Furthermore, the
proposed development would result in the loss of landscaping between the
site and adjoining properties and across the frontage of the site and
273 Greys Road. Therefore, the development would be detrimental to the
character and appearance of the area and, as such, would be contrary to
the provisions of the Council's adopted South Oxfordshire Local Plan,
particularly policies G1, C16 and H4.
That in a decision letter dated 17 April 1977, reference
T/APP/5355/A/77/9275/G7, on an appeal against the decision of the Council
to refuse planning permission for the erection of a dwelling on this site
(application SO/S/82/77/O), the Inspector, in dismissing the Appeal,
concluded that:
"In my opinion the dwellings along the stretch of Greys Road from
Wootton Road westward, including the appeal site, are notable in
this part of Henley for their attractively spacious appearance and
quiet character, the latter emphasised by generous landscaping.
They stand in contrast to the more compact, tightly developed
housing on estates and individual sites in the surrounding area.
In my view the Council's desire to retain this existing character
and appearance is well founded. I consider that the development
proposed by your client, in whichever form, would certainly look
cramped and be quite out of keeping with the general character of
this line of dwellings."
It is considered that the same objections apply to the development the
subject of this application.
That, having regard to the position of the first floor landing window on
the east elevation of the proposed dwelling, the development would result
in an unneighbourly form of development and as such would be detrimental
to the privacy and amenity of the occupants of 271 Greys Road. Therefore,
the development would be contrary to the provisions of the Council's
adopted South Oxfordshire Local Plan, particularly policy H4.
