That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees, shrubs or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To safeguard the character of the area. That, prior to the first use of the building as a commercial cattery, the parking area shown on the deposited drawing shall be constructed, surfaced and laid out and shall thereafter be retained. Reason: In the interest of highway safety and convenience. That the premises shall only be open to the public between the hours of 9.00am-10.00am daily and 5.00pm-6.00pm on Mondays to Fridays. Reason: To protect the character of the area and in the interests of highway safety. That prior to the first use of the building a scheme for the disposal of used litter shall be submitted to and be approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution.
