That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the foundations for the gates and fencing at the pedestrian entrance to the Museum shall be hand-dug, and any exposed tree roots measuring 150mm or greater in diameter shall be retained undamaged and any other exposed tree roots shall be clean-cut. Reason: To safeguard trees which are of amenity importance. That existing ground levels on the site shall not be raised. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity. That no spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood as shown on maps held by the Environment Agency. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity.
