Conditions / Refusal Reasons
That the site lies beyond the well defined built-up area of Rotherfield
Peppard. The proposed development would extend the built-up area
into the countryside, would consolidate development on the edge of
the settlement and would detract from the character and appearance
of the locality which lies within the Chilterns Area of Outstanding
Natural Beauty. Therefore, the development would be contrary to the
provisions of the approved Oxfordshire Structure Plan (particularly
policies G1, EN1, EN4 and RUR3) and the Council's adopted South
Oxfordshire Local Plan (particularly policies G1, G5, C2 and H6).
The provision of an access across the applicants' land to the adjoining
sewage plant and the personal circumstances of the applicants do not
warrant any departure from the policies of the Local Planning
Authority.
That in an appeal (reference T/APP/Q3115/A/95/251100/P8) against the
Local Planning Authority's decision to refuse planning permission for a
new house and garage at land to the south of Drays Meadow, Peppard
Common (application P94/S0650/O) the Inspector appointed to determine
the appeal considered, inter alia:
".. It is still the case, as was described in previous cases, that
the boundary between the village and the Area of Outstanding Natural
Beauty can be defended by continuing to regard Dray's Meadow as an
isolated development in an otherwise open area, even though it is
surrounded on three sides by gardens..."
and the circumstances remain unchanged in the current proposal.
