That the use of top-hung windows on the north-east (front) elevations of plots 4 and 5, which occupy prominent locations within the street scene, is out of character with the traditional fenestration detailing in the Watlington Conservation Area and as such detracts from the character and appearance of the properties which lie within the Watlington Conservation Area. The development is therefore contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON8 and CON10.
