That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the boundary walls shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That the wrought iron railings shall be painted black and shall be retained as such, unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That the existing vehicular access shall not be closed off until a replacement vehicular access has been provided to serve 2 Brook Street in accordance with a scheme first approved by the Local Planning Authority; and within 3 months of the first use of the replacement vehicular access serving 2 Brook Street the existing vehicular access shall be closed off and the public highway, footway and kerbline shall be reinstated in accordance with a scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interest of highway safety and convenience.
