Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the development shall be carried out strictly in accordance with the description of the development, plans and specifications contained in the application, subject to the amendments referred to above, and subject to the conditions hereby imposed. Reason: To secure the proper planning of the locality. That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area. That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That prior to the commencement of the development hereby approved, ventilation details shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That a scheme for the landscaping of the site, including the planting of live trees and shrubs and the provision of boundary fencing and screen walling, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings. That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience. That the parking provision shall be as shown on the deposited drawing, reference 877.10 all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That the occupation of the flats hereby approved shall be limited to persons with acknowledged supported housing needs. Reason: In view of the sub-standard off-street parking provisions. That the brickwork to be used in the construction of the building shall be laid in Flemish bond. Reason: To safeguard the character and appearance of the historic structure. That prior to the occupation of the development, the existing access shall be closed and the public highway kerbline and footway be reinstated. Reason: In the interest of highway safety and convenience. That prior to the commencement of the development hereby approved, details of the pedestrian access ramp and other works in the highway shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interest of highway safety and convenience.
