That the proposals are contrary to policies CON8 and CON15 of the adopted South Oxfordshire Local Plan. The proposal to provide a parking area on the frontage of the site would result in the substantial loss of an attractive and prominent open space in the Conservation Area, and the proposal would thereby fail to preserve or enhance the character of the Towersey Conservation Area, and would detract from the setting of the Public House. The proposals are contrary to G7 of the adopted South Oxfordshire Local Plan. Having regard to the location of the proposed parking area adjacent to adjoining residential properties, the proposals would represent an unneighbourly form of development and detract from the residential amenity of those properties by reason of additional noise and disturbance. That the proposals are contrary to policy CON10 of the adopted South Oxfordshire Local Plan. Having regard to the flat roofed design of the extension, the proposals would result in a form of development which would not be in keeping with the design and appearance of the existing building and the development would thereby fail to preserve or enhance the appearance of the Towersey Conservation Area.
