That the development shall be carried out strictly in accordance with the description of the development, plans and specifications contained in the application, subject to the amendments referred to above, and subject to the conditions hereby imposed. Reason: To secure the proper planning of the locality. That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced.
