The development is contrary to policies C1, G5 and C3 of the adopted
South Oxfordshire Local Plan. Having regard to the substantial size
and height of the fenced enclosure and to its unsatisfactory appearance,
the retention of the fencing would result in a form of development
which is not appropriate in an open countryside location which is
designated as an Area of Great Landscape Value. The fenced enclosure
is not, in the opinion of the Local Planning Authority essentially
required for agricultural purposes, and its retention would be likely
to encourage a further unauthorised use unconnected with agriculture.
