That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls of the new delivery area shall be of the same colour, type and texture as those used on the existing toilet block. Reason: To ensure that the details of the development are satisfactory. That samples of the materials to be used for the roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That the weather boarding on the external wall of the kitchen shall be dark stained and retained. Reason: To ensure that the details of the development are satisfactory. That prior to the commencement of the development hereby approved, ventilation details shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That the window in the rear elevation of the proposed dining room shall be obscure glazed, internally shuttered and retained. Reason: To ensure that the development is not unneighbourly. That the existing door on the front elevation of the proposed dining room shall be used only as an emergency exit. Reason: To ensure that the development is not unneighbourly. That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That the dining room shall not be used until the sound proofing measures as shown on drawing 98.430/06 have been completed in full. Reason: To ensure that the development is not unneighbourly. That the development shall be carried out strictly in accordance with the schedule of finishes dated January 1999 and any further details specified therein shall be agreed in writing by the Local Planning Authority. Reason: To safeguard the architectural and historic character and appearance of the listed building and the amenity of the area. No development shall take place until a professionally competent archaeological organisation as approved in writing by the Local Planning Authority, has been commissioned to carry out a full watching brief during the period of construction works. The watching brief shall preserve by record any archaeological features which may arise in the course of works and shall include limited archaeological excavation where necessary and the retrieval of artefactual evidence. Reason: To safeguard the recording and inspection of matters of archaeological importance on the site.
