That the proposal would be contrary to policy GB2 of the adopted
South Oxfordshire Local Plan and Government advice in PPG2 - Green Belts.
The site lies within the Oxford Green Belt wherein there is a general
presumption against new development apart from that which is essentially
required for agriculture, forestry and recreation. The proposal to
extend the premises, which are not yet converted or occupied, would
be an inappropriate form of development which by definition is harmful
to the Green Belt.
That the proposal would be contrary to policy E3 of the South Oxfordshire
Local Plan, which allows for the reasonable expansion of existing firms
but not in the Green Belt. The applicant has not put forward any
material considerations that override the policies contained in the
development plan.
