That the proposals are contrary to policy G4 of the Oxfordshire Structure Plan 2011 and policy GB2 of the adopted South Oxfordshire Local Plan and advice contained in PPG2. The site lies within the Oxford Green Belt wherein there is a general presumption against new development apart from that which is essential for the needs of agriculture, forestry and recreation, and strict 'infill' housing development within the larger villages. The proposals do not fall into any of the above categories and there are no very special circumstances to warrant any departure from the Green Belt policies. That the proposals would be contrary to policies E3, G1 and C3 of the adopted South Oxfordshire Local Plan. The proposals represent the introduction of an inappropriate industrial use in a countryside location and the erection of a substantial building which would detract from the open nature and rural character of this area of Great Landscape Value. That the proposals would be contrary to policy G10 of the adopted South Oxfordshire Local Plan. The access from the public highway is by way of geometry, lack of parking places and visibility unsuitable to serve further development, and the proposals would thereby be detrimental to highway safety and convenience.
