That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That all new windows and external doors shall match those of the existing building in type, design and external finish. Reason: To ensure that the details of the development are satisfactory. That access to the building shall only be from the B4027, except for a maximum of three staff cars, as specified in the letter from the applicant dated 2 July 1998, which may access the site from the road leading to Elsfield village. Reason: In the interests of highway safety and convenience. That details of the appearance and siting of the childrens play area shall be submitted to and approved in writing by the Local Planning Authority prior to the use of the building as a nursery school. Reason: To ensure that the details of the development are satisfactory. That the buildings shall be used only for the purpose specified in the application in accordance with the details set out in the letter from the applicant dated 16 June 1998 and for no other purposes whatsoever. Reason: To secure the proper planning of the locality.
