Conditions / Refusal Reasons
That the proposal would be contrary to policies G8, H4, H11 and H18 of
the South Oxfordshire Local Plan. Having regard to the shape and
backland nature of the site and the proximity of existing neighbouring
residential properties, particularly the Pearce Court flat development and
dwellings in Holliers Close, it is considered that the proposal would
result in a poor form of tandem development that would detract from the
residential amenities enjoyed by existing occupiers. In addition the new
access would be particularly unneighbourly to the occupants of numbers 20
to 24 Holliers Close by reason of increased noise and disturbance.
That in dismissing an appeal in November 1997 against the refusal of an
application for the erection of nine dwellings on the site (reference
P97/N0082/O), the Inspector stated that:
"The appeal scheme would be an unacceptable form of backland "tandem"
development which would cause demonstrable harm to the important
amenities of those living nearby in numbers 20-22 Holliers Close and the
adjoining Pearce Court flats and would materially conflict with the
objectives of South Oxfordshire Local Plan policies H4(iv) and H18".
It is considered that this statement is equally applicable to the present
proposal.
