That the proposals are contrary to the Green Belt, environmental,
countryside and recreation policies of the Oxfordshire Structure Plan
2011 and the adopted South Oxfordshire Local Plan and advice in PPG2
which seeks to restrict development in the Green Belt to that which is
essentially required in connection with agriculture and forestry and
retain the open nature and rural character of the Green Belt. The
proposed clubhouse building, by reason of the range of facilities
provided, its size, scale and siting, is considered to be inappropriate
development which detracts from the openness of the Green Belt. There
is no essential requirement for a clubhouse of this size contrary to
Policy R5 of the South Oxfordshire Local Plan and the supporting
information put forward by the applicants does not represent very
special circumstances which would justify an exception to Green Belt
policy.
The proposed clubhouse and formal hardened car parking area would extend
development well beyond the site of the original farmyard into open
countryside to the detriment of the rural character and appearance of
this Area of Great Landscape Value.
The car park, by reason of its proximity to Pymroyd House, is an
unneighbourly form of development to the detriment of the residential
amenities enjoyed by the occupiers of that property.
