That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That the parking provision shall be as shown on the deposited drawing, reference 58/97-02 all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. The existing hedge along the southern boundary of the site shall be retained and properly maintained at a height of not less than 1.5 metres. Reason: To help to assimilate the development into its surroundings. That no development shall be carried out on the site unless an application for planning permission in that behalf is first submitted to and approved by the Local Planning Authority, and this condition shall apply notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995. Reason: To protect local amenities. Notwithstanding the details contained in the application, the new residential curtilage shall be defined by a post and rail fence. Reason: To help to assimilate the development into its surroundings.
