Conditions / Refusal Reasons
That the proposed development would be contrary to the provisions of the
South Oxfordshire Local Plan which states that except on specifically
allocated sites, residential development should generally be limited to
strict infill within villages of the District which have an adequate
range of services and facilities (Policy H5) and that planning permission
will not normally be given for new houses in hamlets (Policy H6). The
proposal does not constitute infill development and Roke is a hamlet with
a very limited range of services and facilities.
That the proposed development would be contrary to Policy H18 of the South
Oxfordshire Local Plan which states that backland development, without a
proper frontage to a made-up road, will not normally be permitted,
because of the problems of privacy and access associated with such
developments. The proposal would be likely to result in overlooking of
the private rear gardens of The Cottage and Kimelin from the proposed
dwelling.
That the proposal would constitute a consolidation of development which
would be detrimental to the loose-knit rural character of the hamlet of
Roke.
