Demolition of house and erection of dual registered residential nursing home. (As amplified by report accompanying agent's letter dated 28 May 1998, by drawing no. 9100 received 10 June 1998, and information received 16 June 1998.)
Conditions / Refusal Reasons
That the proposal would be contrary to policy EN5 of the Oxfordshire
Structure Plan, policy G4 of the Oxfordshire Structure Plan (deposit
draft) and policy GB2 of the adopted South Oxfordshire Local Plan
and advice contained in PPG2. The site lies within the Oxford Green
Belt wherein there is a general presumption against new development
apart from that which is essential for the needs of agriculture,
forestry and recreation, and strict 'infill' housing development
within the larger villages. The proposals do not fall into any
of the above categories and there are no very special circumstances
to warrant any departure from these Green Belt policies.
The proposal would be contrary to the principles of sustainability
guiding the location of new development in PPG13 and policy G1 of
the Oxfordshire Structure Plan (deposit draft), in that Cuddesdon
is a small village with few facilities and not well served by public
transport. There is unlikely to be a significant potential workforce
within Cuddesdon, and the development would result in significant
numbers of staff and visitors travelling to the site mainly by
private car.
That the proposal would be contrary to policy G10 of the South
Oxfordshire Local Plan in that the existing access is substandard
and unsuitable for the increased usage proposed, and the local road
network is by way of geometry and visibility unsuitable to serve the
proposed development. The proposals would thereby be detrimental
to the safety and convenience of users of the public highway.
That the proposal would be contrary to the provisions of policy G8,
C16, GB4 and C3 of the South Oxfordshire Local Plan. Having regard
to the excessive size, bulk and massing of the proposed building
and to its siting in relation to mature trees on the site, the
proposals would result in a prominent and intrusive form of development,
involving the loss of trees which are important to the local scene,
and a form of development which would materially harm the rural
character and appearance of this part of Cuddesdon and of the Oxford
Green Belt, and this Area of Great Landscape Value.
That the proposal would be contrary to policy G8, in that having
regard to the extent of the proposed building and to its siting
adjacent to residential properties, the development is likely to
adversely affect the privacy and residential amenity currently enjoyed
by the occupiers of adjacent properties.
That the proposal would be contrary to policy CON7 of the South
Oxfordshire Local Plan. Having regard to the excessive size, bulk
and massing of the proposed building, the development would adversely
affect the setting of the existing Chapel, a Grade II listed building
and Cuddesdon Church, a Grade I listed building.
