That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. The fence shall be erected 0.5m from the face of the kerb. Reason: To ensure that the details of the development are satisfactory. Prior to the completion of development, details of planting on the road side edge of the fence shall be agreed in writing with the Local Planning Authority and implemented during the first planting season following the completion of the development. Reason: To help to assimilate the development into its surroundings. The details of the fence shall accord with those set out in the applicant's letter of 3 September 1998. Reason: To ensure that the details of the development are satisfactory.
