That the proposal would be contrary to policy EN5 of the Oxfordshire Structure Plan, policy G4 of the Oxfordshire Structure Plan (deposit draft), policy GB2 of the Council's adopted South Oxfordshire Local Plan and Government advice in PPG2. The site lies within the Oxford Green Belt wherein there is a general presumption against new development apart from that which is essential for the needs of agriculture, forestry and recreation or some other purpose appropriate to the Green Belt. No justification has been put forward to warrant overriding established Green Belt policies. That the proposal would be contrary to the general, envrionmental and housing policies of the Oxfordshire Structure Plan (G1, EN1 and H1), the Oxfordshire Structure Plan deposit draft (G1, G2, EN1 and H1) and the adopted South Oxfordshire Local Plan (G1, H5 and H18). The site does not constitute a strict infill plot and the proposal would comprise an unacceptable form of backland development that would detract from the privacy and amenity enjoyed by the occupiers of neighbouring residential properties.
