That the proposal would be contrary to policy EN5 of the Oxfordshire Structure Plan, policy G4 of the Oxfordshire Structure Plan (deposit draft) and policy GB2 of the South Oxfordshire Local Plan. The site lies within the Oxford Green Belt wherein there is a general presumption against new development apart from that which is essential for the needs of agriculture, forestry and recreation or some other purpose appropriate to a Green Belt. No special circumstances have been put forward by the applicant to warrant overriding Green Belt policies. That the proposal would be contrary to policies G1, EN1, EN4, H1 and RUR3 of the Oxfordshire Structure Plan, policies G1, G2, G5, EN1 and H1 of the Oxfordshire Structure Plan (deposit draft) and policies G1, G5, C3, H1 and H6 of the South Oxfordshire Local Plan. The site lies outside the confines of any settlement and the proposal would be tantamount to the erection of an additional detached self-contained dwelling in the countryside. That the proposal would be contrary to policy C11 of the South Oxfordshire Local Plan. Having regard to the substantial extension proposed which would increase the height of the building by 1.5 metres in order to provide first floor accommodation, the proposal would unacceptably detract from the simple and modest character of the former cattle barn.
