Conditions / Refusal Reasons
That the proposal would be contrary to policy EN5 of the Oxfordshire
Structure Plan, policy G4 of the Oxfordshire Structure Plan (deposit draft)
and policy GB2 of the South Oxfordshire Local Plan. The site lies within
the Oxford Green Belt wherein there is a general presumption against new
development apart from that which is essential for the needs of
agriculture, forestry, recreation or some other purpose appropriate to the
Green Belt. No special circumstances have been put forward by the
applicant to warrant overriding established Green Belt policies.
That the proposal would be contrary to policies G1, EN1, EN4 and H1 of the
Oxfordshire Structure Plan, policies G1, G2, EN1 and H1 of the Oxfordshire
Structure Plan (deposit draft) and policies G1, C3 and H5 of the South
Oxfordshire Local Plan. The site does not constitute a strict infill plot
and lies outside the strict confines of Beckley. Its development would
consolidate a loose knit straggle of development would would be
detrimental to the rural character and appearance of the area which lies
within the Oxford Green Belt and an Area of Great Landscape Value.
That the proposal would be contrary to policies CON7 and CON8 of the South
Oxfordshire Local Plan. It is considered that the erection of a dwelling
on the site would be detrimental to the character and appearance of the
Beckley Conservation Area and would detract from the settings of
Cripps Cottage and the Old Manor House, both Grade II listed buildings.
