facilities until access arrangements have been completed in accordance
with the approved details.
Reason: To allow the phased opening of the petrol filling station prior
to the overall opening of the motorway service area.
Apart from the staff offices, the amenity building shall not be occupied
until the whole of the access roads, turning and maoeuvring areas,
services areas, footways and pedestrian areas, parking areas for the
first phase of the development have been constructed and surfaced
in accordance with the approved details.
Reason: To allow phased occupation of the staff offices prior to overall
opening of the motorway service area.
