That the proposals are contrary to the General and Environmental
policies of the Oxfordshire Structure Plan 2011 in that it involves
a major hotel extension and a substantial amount of car parking in an
area where there is a general restraint on development.
The proposed development is aimed at transit custom from the M40
and is contrary to the County Council's strategic services policy T14.
The proposals are contrary to the General, Tourism and Countryside
policies of the adopted South Oxfordshire Local Plan. The site is not
within a settlement (Policy TSM6) and is not allocated for hotel
development (Policy TSM7). The submitted scheme represents a major
expansion of an existing modest hotel facility and would generate
a significant increased level of activity to the detriment of the
open and rural character of the area.
The size and scale of the extensions together with the extensive car
parking area and lighting would be an intrusive feature in this
predominantly flat agricultural landscape detracting from its rural
character and would be visible from the nearby Chilterns Area of
Outstanding Natural Beauty contrary to Policy C1 of the adopted
South Oxfordshire Local Plan.
The proposals threaten a considerable number of trees on the site
which are the subject of a Tree Preservation Order and are an important
feature in this landscape contrary to Policy C16 of the adopted South
Oxfordshire Local Plan.
