Conditions / Refusal Reasons
The proposed development would be contrary to the provisions of the Oxfordshire Structure Plan and the Deposit Draft which seek to restain development outside the country towns (G1); to protect the environment from potentially harmful development (Structure Plan, EN1, Deposit Draft, G2), and to restrict development in the Green Belt to agricultural, forestry or recreational purposes only (Structure Plan EN5, G4; Deposit Draft G4). The proposal is not intended for any of these purposes and there is no evidence of any overriding need which would justify a departure from the planning policies of the Local Planning Authority. That the proposed development would be contrary to the provisions of the South Oxfordshire Local Plan which seeks to restrain overall levels of development (G1), particularly in the Green Belt where there is a general presumption against new development unless required for agricultural or forestry purposes (GB2), and within the open countryside, on the edge of settlements with a restriction to strict infill development within the larger villages in the Green Belt (G5, H5). The proposal to erect two dwellings on this site is not strict infill, and would result in an undesirable extension of residential development on the edge of Holton village, to the detriment of the rural character and appearance of the Green Belt. The removal of the existing agricultural buildings would not provide sufficient justification, nor is there any evidence of any overriding need to justify, a departure from the planning policies of the Local Planning Authority. The development would thereby be contrary to Government guidance in PPG2. That the proposals would result in a cramped form of development in a backland position which would detract from the privacy and amenity of the adjoining properties. The development would thereby be contrary to policies H18 and G8 of the South Oxfordshire Local Plan. That the erection of 'Unit 4' in open landscape would detract from the rural character of the area which lies within an Area of Great Landscape Value. The development would thereby be contrary to policy C3 of the South Oxfordshire Local Plan.
