The proposal is for an inappropriate form of development in the Oxford Green Belt and one which would be detrimental to the open character and landscape of an area of great landscape value. No evidence of any very special circumstances has been advanced to justify the proposal and in particular no evidence of the unavailability of other buildings, masts or land outside the Green Belt or less prominent locations which would meet the needs of other telecommunications code operators by mast sharing. As such the development would be contrary to policies G1, G15, GB3, GB4, C1 and C3 of the adopted South Oxfordshire Local Plan and Government advice contained in PPG2 Green Belts and PPG8 Telecommunications.
