That having regard to its prominent siting within the Chilterns Area of Outstanding Natural Beauty, particularly when viewed from the north and from adjacent public footpaths, the proposed 9.8 metres high mast with associated antenna, microwave dish and ancillary equipment would constitue an intrusive and incongruous form of development which would be detrimental to the special landscape character and appearance of the Chilterns Area of Outstanding Natural Beauty. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies C1, C2 and G15. The applicants' justification for the proposed mast in this location does not warrant any departure from the planning policies of the Local Planning Authority.
