Conditions / Refusal Reasons
That the proposal would be contrary to the provisions of the adopted
South Oxfordshire Local Plan. Planning permission will only be granted
for residential development in the Oxford Green Belt which comprises
acceptable infilling within specified villages and will not be granted
for new houses in other villages or on the edge of settlements which
would extend the built-up area into the countryside (Policies GB2, H4,
H5, H6). Where new development is permitted it should be designed
and sited in such a way that its impact on the open nature, rural
character and visual amenity of the Green Belt is minimised (Policy GB4).
The proposal is not within a village identified for infill development
and does not constitute infilling but an extension of the ribbon
development along The Osiers into the countryside of the Oxford Green
Belt which would be detrimental to the open nature, rural character and
visual amenity of the area. No very special circumstances exist to
justify setting aside policies of the Development Plan.
That the proposal represents a cramped and suburban form and design
of development which would result in unsatisfactory provision of
private amenity space and harm to the character of the locality
contrary to Policies G1, G8 and H11 of the adopted South Oxfordshire
Local Plan.
