The proposal contains no detail on design, external appearance or siting and having regard to the prominent location of the site within the Conservation Area and its relationship with surrounding properties, it is impossible to assess whether the proposal would preserve or enhance the character and appearance of the Conservation Area, the impact on the adjacent listed building, or whether there would be an acceptable physical relationship with the surrounding properties. It has not been demonstrated therefore that the site is appropriate for development of this nature. The proposal would result in the intensification of use of an access lacking adequate visibility and located adjacent to a road junction to the detriment of the safety and convenience of users of the public highway. As such the proposal would be contrary to policies G10 and H11 of the adopted South Oxfordshire Local Plan.
