Bell Cottage is a grade II listed building in a prominent location within
the Brightwell-cum-Sotwell Conservation Area.  The provision of a
rooflight on this very prominent roof slope would be detrimental to the
character and appearance of both the listed building and the Conservation
Area and would be contrary to policies CON8 and CON10 of the adopted
South Oxfordshire Local Plan.
