Policy S1 of the South Oxfordshire Local Plan states that the existing shopping centres of the four largest towns in the District, including Wallingford, will be maintained and enhanced. The retail function is the main activity in Wallingford town centre and is vital in maintaining the economic viability of the centre. The South Oxfordshire Shopping Study (1994) identifies high quality and specialist retailing in comparison goods as an important element of retail trade in the town. High Street has developed a concentration of high quality and specialist retailers, especially in the antiques trade, and this concentration attracts customers and is beneficial to all the traders in the street. The loss of the shop unit at 20 High Street would diminish the attractiveness of the street as a destination for high quality and specialist retailing, diminish the important retail function of Wallingford town centre and thereby not serve to maintain and enhance the shopping centre. As such, the proposed development would be contrary to Policy S1.
