be submitted to the Local Planning Authority and approved in writing
prior to the commencement of any work on the site.
Reason: To secure the safety and protection of the listed building.
That works shall not begin until a detailed specification of the type,
design and external finish of all windows has been submitted to and
approved in writing by the Local Planning Authority.
Reason: To safeguard the architectural and historic character and
appearance of the listed building.
