Conditions / Refusal Reasons
That the development would be contrary to the policies of the Structure Plan for Oxfordshire which provides that outside the country towns a policy of general restraint of development will apply (Policies G1 and H1); that within the Oxford Green Belt development outside existing settlements will generally only be permitted for agriculture, forestry or recreation and that care will be taken to ensure that the visual amenities of the Green Belt are not injured (Policy EN5). The proposed development would result in the erection of a dwelling beyond the well defined confines of development of any settlement with an adequate range of facilities, and would detract from the visual amenity of this rural locality. That the development would be contrary to the policies of the adopted South Oxfordshire Local Plan which seek to protect the District's attractive character, landscape and countryside by restraining development in the rural areas (Policy G1). The Local Plan proposes that planning permission will not normally be given for residential development in the countryside (Policies G5 and H6) or in the Oxford Green Belt (Policy GB2) where particular care will be taken to protect visual amenities (Policy GB3). Whilst the proposal involves the replacement of existing buildings this does not, in the opinion of the Local Planning Authority represent an adequate justification to set aside the policies outlined above.
