Description
Change of use from residential conference centre to residential development. Conversion of main house into ten 2 and 3-bed apartments. Conversion of boathouse into 2-bed dwelling. Demolition of remaining outbuildings and erection of eight 3 and 4 bed dwellings and 18 garages.(As amended by drawings accompanying letter from agent deposited on 8 August 1997 and clarified by applicant's letter dated 5 August 1997)
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five
years beginning with the date of this permission and if this condition
is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That details and samples of the materials to be used for all new or
refurbished building, freestanding or retaining walls and for all roofs
shall first have been submitted to and approved in writing by the Local
Planning Authority before the development commences.
Reason: To ensure that the details of the development are satisfactory.
That, except insofar as may be otherwise agreed by the Local Planning
Authority, all trees, shrubs and hedges on the land be preserved and
properly maintained and that in the event of any of the trees dying or
being seriously damaged or destroyed within five years of the commencement
of the development hereby permitted, a new tree or equivalent number of
trees, as the case may be, of a species first approved by the Local
Planning Authority, be planted and properly maintained in a position or
positions first approved by the Local Planning Authority.
Reason: To safeguard trees which are visually important.
That a scheme for the landscaping of the site, including the planting of
live trees and shrubs, the treatment of the access road and hardstandings,
and the provision of boundary fencing and screen walling shall be
submitted to and approved in writing by the Local Planning Authority
prior to the commencement of the development hereby permitted. The scheme
shall be implemented as approved within 12 months of the commencement of
the approved development and thereafter be maintained in accordance with
the approved scheme. In the event of any of the trees or shrubs so
planted dying or being seriously damaged or destroyed within 5 years of the
completion of the development, a new tree or shrub or equivalent number
of trees or shrubs, as the case may be, of a species first approved by
the Local Planning Authority, be planted and properly maintained in a
position or positions first approved by the Local Planning Authority.
Reason: To help assimilate the development into its surroundings.
That, except as may be agreed under the provisions of condition 4, no
fences, walls, hedges or other means of enclosure or sub-division of the
land shall be erected, constructed or allowed to grow notwithstanding the
provisions of Article 3 and Class A, Part 2 of Schedule 2 to the Town and
Country Planning (General Permitted Development) Order 1995 (or any Order
re-enacting that Order) unless planning permission has been granted
therefor.
Reason: To protect the character and landscape of the area and retain the
visual integrity of the site.
That no extension or alteration to the external appearance of any of the
dwellings hereby permitted shall be carried out notwithstanding the
provisions of Article 3 and Part 1 of Schedule 2 to The Town and Country
Planning (General Permitted Development) Order 1995 (or any Order
re-enacting that Order) unless planning permission has been granted
therefor.
Reason: To ensure that the development is not unneighbourly and protect
local amenities.
That the windows at first floor level on the rear (northern side) of
Units 7 and 8 shall be glazed in obscure glass and fixed shut prior to
first occupation of the dwellings and shall thereafter be retained as
such.
Reason: To ensure that the development is not unneighbourly.
That details of surface water drainage works shall be submitted to and
approved in writing by the Local Planning Authority prior to the
development commencing.
Reason: In the interests of public health.
That development shall not begin until a scheme for the disposal of
foul sewage has been submitted to and approved in writing by the
Local Planning Authority.
Reason: In the interests of public health and to avoid pollution.
That at all times visibility at a height of 1 metre above the level of
the adjoining highway and above be maintained and not obstructed in any
way across land edged green on the attached plan reference P97/W0440-A.
Reason: In the interests of highway safety and convenience.
That no development, raising of ground levels or deposit of spoil or
materials shall take place at any time on that part of the site lying
within the area of land liable to flood.
Reason: To prevent the increased risk of flooding due to impedance of
flood flows and reduction of flood storage capacity and to
prevent pollution of the River Thames.
That no new permanent mooring of boats shall take place along the river
bank except in accordance with a planning permission granted therefor.
Reason: To protect and conserve the River Thames as a navigable channel and
maintain its quiet and rural character.
