That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory. That prior to the commencement of any other development to which this permission relates, a fence 2 metres high shall be erected on the side boundary in the position marked in red on the attached plan, reference P97/W0420/A, and shall thereafter be retained. Reason: To ensure that the development is not unneighbourly.
