That, having regard to the character and visual amenity of this
environmentally sensitive location, the construction of the animal
shelter in a prominent location using poor quality materials is an
unacceptable and intrusive form of development detrimental to the
character and appearance of the Culham Conservation Area, the Oxford
Green Belt and the setting to a Grade II* listed building.  As such
the development is contrary to policies CON7, CON8, CON10 and GB4 of
the Council's adopted South Oxfordshire Local Plan.
